Two wards in one panchayat can behave completely differently. Any finding that cannot be stated at ward level is not yet a finding. एक ही पंचायत के दो वार्ड बिल्कुल अलग व्यवहार कर सकते हैं। जो नतीजा वार्ड-स्तर पर न कहा जा सके, वह अभी नतीजा है ही नहीं।
The key
The forms already collect the official LGD code for every layer. The live site collects them — and then aggregates on the free-text place name instead. फ़ॉर्म हर परत का सरकारी LGD कोड पहले से भरवाते हैं। लाइव साइट उन्हें लेती है — और फिर गिनती जगह के खुले नाम पर करती है।
Three spellings of one place become three villages. Coverage looks three times wider than it is, and no two months of data can be compared. एक ही जगह की तीन वर्तनी तीन गाँव बन जाती हैं। पहुँच तीन गुनी दिखती है, और किन्हीं दो महीनों के आँकड़े मिलाए ही नहीं जा सकते।
One code, one place, forever — and it matches what the block office, the census and every scheme list already use. Nothing extra is asked of anybody. एक कोड, एक जगह, हमेशा — और यह वही है जो प्रखंड कार्यालय, जनगणना और हर योजना की सूची पहले से इस्तेमाल करती है। किसी से कुछ अतिरिक्त नहीं पूछा जाता।
What the ground is asked
Caste, education, occupation and marital status get a structured option and keep whatever the person actually said. The bucket makes it comparable; the words keep what the bucket lost. जाति, शिक्षा, काम और वैवाहिक स्थिति — इनमें बनी-बनाई श्रेणी भी है और व्यक्ति ने जो कहा वह भी रखा जाता है। श्रेणी से तुलना होती है; शब्दों में वह बचता है जो श्रेणी खो देती है।
Income and land carry a number, a unit, and a flag saying whether it was declared, estimated or refused. A column holding both "50000" and "pachas hazaar" is not data. आय और ज़मीन के साथ संख्या, इकाई, और यह निशान रहता है कि वह बताई गई, अंदाज़ा या मना है। जिस ख़ाने में "50000" और "पचास हज़ार" दोनों हों, वह आँकड़ा नहीं है।
An age stored as a number is a fact that quietly becomes false the next year. The date is stored; the age is calculated at the moment it is read. संख्या में रखी उम्र एक ऐसा तथ्य है जो अगले साल चुपचाप झूठ हो जाता है। तिथि रखी जाती है; उम्र पढ़ते वक़्त निकाली जाती है।
Refusal is data. When a family declines to state its income, that is recorded as a refusal against that ward — never as a blank, never as a zero, and never by pressuring the family into a number so a field stops being empty. मना करना भी आँकड़ा है। जब कोई परिवार अपनी आय बताने से मना करता है, तो वह उस वार्ड के सामने "मना" दर्ज होता है — न ख़ाली, न शून्य, और कभी परिवार पर दबाव डालकर कोई नंबर भरवाया नहीं जाता ताकि ख़ाना भर जाए।

Everything above is settled and built. The district itself is still a single configuration constant waiting on a decision — and that decision is not a technical one. It depends on where an Aguwa network can actually be stood up and supervised, which is a question about people, not code. ऊपर की हर बात तय है और बन चुकी है। ज़िला अब भी सिर्फ़ एक सेटिंग है जो फ़ैसले का इंतज़ार कर रही है — और वह फ़ैसला तकनीकी नहीं है। यह इस पर टिका है कि अगुआ का जाल असल में कहाँ खड़ा और सँभाला जा सकता है, जो लोगों का सवाल है, कोड का नहीं।
